Capacity Building UnitThe EUBAM Capacity Building Unit (CBU) is responsible for developing tactical, operational, administrative and institutional capacity in Moldova and Ukraine to ensure effective controls and surveillance related to border management. It supports the host countries in their efforts to reach their border related commitments under the relevant agreements with the European Union. In doing so, the standards of the EU Customs Blueprints and the Schengen Catalogue and Borders Code are applied to determine development objectives. The CBU was created in December 2009. It reflects the Mission’s aim of supporting sustainable capacity development within the partner services. It works at all levels, but places a special emphasis on policy and strategy. The unit focuses on such areas as anti-corruption, border and customs management, management development, Schengen acquis, integrated border management, customs procedures, tariffs, classification and origin of goods, post clearance audit, and training. Its support is delivered in the following key areas: Consultancy Providing general, legal and strategic advice that promotes institutional development towards EU standards. Training International experts and advisors, assisted by highly motivated national staff, organise meetings, seminars, conferences, study visits, pilot courses, and training courses aimed at assisting our partner services in a range of technical and management topics that are critical to the achievement of developmental objectives. Facilitating Cooperation with other Donors Through regular meetings and effective coordination with other donors, the team seek to ensure the maximisation of international efforts, and the avoidance of duplication, and voids in critical areas. Contacts are maintained not only with locally represented donors, but also with other EU and international organisations such as Frontex, Europol and the World Customs Organisation. The CBU provides its assistance and support primarily through its own team of experts and advisers, but will on specific technical topics engage short term experts to deliver to specific needs. Additionally, the CBU frequently acts as a bridge to identify, support and coordinate assistance to partner services from external sources. |
